14 CFR 91.3: Pilot-in-command is: • Directly responsible for aircraft operation • Final authority as to aircraft operation In EMERGENCY: • May deviate from ANY rule to meet emergency • Must notify ATC ASAP if deviated from clearance • May be required to submit written report
